PROCLAMATIONS, 1918. 17 37 AND, WHEREAS, it is further provided in said Act as follows: A”“· P- 277- "That, from time to time, whenever the President shall it essential to license the importation, manufacture, storage, mining, or distribution of any necessaries, in order to carr·y mto effect any of the purposes of this Act, and shall publicly so announce, no person shall, after a date fixed in the announcement, engage ur or carry on any such business specified in the announcement of importation, manufacture, storage, mining, or distribution of any necessaries as set forth in such announcement, unless he shall secure and hold a license issued ursuant to this section. The President IB authorized to imue such licenses and to regulations for the issuance of licenses and re uirements or systems of accounts and auditing of accounts to be(lsept by licensees, submission of reports by them, with or without oath or affirmation, and the entry and inspection by the President’s duly authorized agents of the p aces of busmess o 1icensees." AND, WHEREAS, it is essential in order to carry into efect the provisions of the said Act, and in order to secure an adequate supply and equitable distribution, and to facilitate the movement of certain necessaries hereafter in this Flrgplamation specified that the_license powers conferred upon the ident by Said Act be at this time exercised to the extent hereinafter set forth. A an MI The Secretary of Agriculture shall sutpervise, direct and ca.rrK into ima et sammy 5 effect the provisions of said Act, an the powers and authority °““‘“`°· thereby given to the President as far as the same apply to ammonia, ammoniacal liquors and ammonium sulphate from w atever source produced, and to any and all practices, procedure and regulations applicable thereto authorized or require under the provisions of said Act, and in this behalf he shall do and perform such acts and things as may be authorized or required of him from time to time by direction of the President and under such rules and regulations as may be prescribed by the President from time to time. All departments and agencies of the Government are hereby directed to coo crate with the Secretarty of Agriculture in the performance of til; duties hereinbefore set orth.
