After Januar; 1, 1921, 'se1ec:i¤¤,e¤c. the Chief of the Militia Bureau shall be appointed by the resident, by and with the advice and consent of the [Senate, by selection from lists of present and former National Guard officers, recommended by the Governors of the several States and Territories as suitable for such appointment, who hold commissions in the OiHcers’ Reserve Corps, who have had ten or more Ey;lears' commissioned service in the National Guard, at least five of w 'ch has been in the line, and who T¤*¤·f¤¤k»¢°°· have attained at least the grade of major. He shall hold office for four years, unless sooner removed for cause, and shall have the rank, ay and allowances of a ma'or general of the Regular Army durin his tenurepf office, but shall not be entitled to retirement or retired pay. While servirlilg as chief, his reserve commission shall continue in force, and sha not be terminated except for cause assigned. Temporary cme. Until the chief is appointed, as provided in this section, the President may assign an officer of the Regplar Army, not below the grade of Asévzjnrnvnt _ from colonel, to perform the duties of c ief.
