Fourteenth Decennial Census of the United States is to be taken · on the second day of January, 1920; and EAS, a correct enumeration of the population every ten years is required by the Constitution of the United States for the prn·- ppse of determining the representation of the several States in the ouse of Representatives; and WHEREAS itis of the utmost importance to the interests of all the pegple of the United States that this Census should be a complete an accurate of the po ulation and resources of the Nation; ,_,q*¤u,§;;”°°¤“*“°*“ NOW THE ORE, I, Vgoodrow Wilson, President of the United States of America, do hereby declare and make known that, under the law aforesaid, it is the duty of every person to answer all questions on the census schedules app ying to him and the family to which he belongs, and to the farm occupied by him or his family, and that any _ person refusing to do so is su ject to penalty. °*’¥°°*°“°‘¥"*¤°°’- The sole purpose of the census is to secure general statistical information regarding the population and resources of the count and rméplres are requu·e from individuals only to ermit the complilhtion 0 such general statistics. No person can be harmed in any way by furnishing the infomation required. The Census has nothin to do with taxation, with rnrlitary or jury service, with the compuision of school attendance, with the regulation of immigration or with the ugtsclcsures pmmb- enforcement of any national, state or local law or ordinance.
