(a) The commission shall prescribe standard forms of mIQm°'mS,,_s*;§,;°§‘d‘“’°°°·» leases and other contracts for the use or occu ancy of any rental P ` Eroperty or alpartment and shall require their use liy the owner thereof. very_ such ease or contract entered into after the commission has L°g‘*‘°“°°*°‘· prescribed and promulgated a form for the tenancy provided by such ease or contract shall be deemed to accord with such standard forms; and any such lease or contract in any roceeding before the commission or in any court of the United States or of the District of Columbia shall be interpreted, applied, and enforced in the same E"f°'°°m°“l” manner as 1f it were in the form and contained the stipulations of such standard form. " (b) The owner of an apartment shall file with the commission, ,m]g*°;*;g;;°€;€¤*§{wQ but only in such cases as the commission deems necessary, plans ers. and other data in such detail as the commission requires, descriptive of the rooms, accommodations, and service in connection with such apartment, and a schedule of rates and charges therefor. The b;°3§‘:{§,’}°gg,f§ulT°°x°d commission shall, after consideration of such lans, schedules, data, or other information, determine and fix a schediule of fair and reasonable rates and cha es for such apartments; and the rates and charges stated in such schedule shall thereafter constitute the fair and reasonable rates and charges for such apartment. The commission’s de- H°“’i“gs»°"~ termination in such case shall be made after such notice and hearing and shall have the same force and effect and be subject to appeal in the same manner as a determination of the commission under section Ame, p. 544;. 106 of this title." _ _ Sec. 16. That section 118 of the Food Control and the District of k,@€“‘“g md sub Columbia Rents Act is amended by adding at the end thereof a new °dV¤*· ·¤»P·3°*·¤¤¤¤¤d· sentence to read as follows: "This section shall not be construed as in authority rox, in in any way authorizing the assignment of any lease or the subletting }§§§f{,°,‘§_ °‘ me °‘ of any rental property or a artment in violation of the terms of the lease or other contract for tliie use or occupancy of the rental property op lapartment, or of such lease or contract as extended by operation o aw." Sec. 17. 'I`hat subdivision (b) of section 124 of the Food Control ,,d‘?""**"2°‘*°“‘°“d‘ and the District of Columbia Rents Act, as amended, is amended to read as follows: " (b) In the case of (1) any proceeding begun under the provisions ,,,,,‘}f§§°§§°’,(§·€,’§§,{d§ of section 114 before the termination of this title, or (2) any) pro- m%¤8°"°'m*”“*i°° ceeding on appeal from a determination of the commission egun VoL·41,p.303. before the termination of this title, such proceedin may, after such termination, be continued in the same manner with the same effect as if this title had not been terminated, and all powers and duties in respect to such proceedings (including the custody and disposition of mone aid under section 110) vested in the commission by this ·"‘”·P·°“· title shallsfiir the purposes of such proceedings be vested in the Attorney General. SEO. 18. The Food Control and the District of Columbia Rents §‘§,‘{,§”,§;m,,,d_ Act is amended by adding at the end thereof a new section to read as ¤¤· follows: _ _ "SEo. 125. The commission shall, as soon as practicable after this m5,‘§’ d,*§§`_‘ section takes effect and at least semiannually thereafter, pnbhsh its ¤i¤¤S-¤¤=-»di¤>¤*¤·i· determinations, opinions, rulings, and regulations, all important court and administrative decisions in respect to this Act, and such provisions of the law relating to landlords and tenants as the commission deems advisable, together with a cumulative index-digest thereof."
