§ 49 TITLE 25.- 49. Qualidcations of farmers.————N0 money shall be expended for the employment of any farmer or exmrt farmer at a salary of or in excess of $50 per month, unless he shall ilrst have procured and died with the Commissioner oi Indian Affairs a certidente of competency showing that he is a farmer of actual experience and qualified to instruct others in the art of practical agriculture, such certliicate to be certfiled and issued to him by the president or dean of the State agricultural college of the State in which his services are to be rendered, or by the presldont or dean of the State agricultural college of an adjoining State: Brovidod, That this provision shall not applytc peraons employed in the Indian Service as farmer or eipert farmer prior to January 1, 1917 : And provided further, That this shall not apply to Indians employed or to be employed as assistant farmer. Holding two omces; leave of absence.——No person shall {hold more than one o$ce at the same time under this title, _ except as otherwise provided therein, nor shall any agent, subagent, interpreter, or perslm employed under this title, receive his mlary whileabsent {rom his agency or employment, without lgve of the superintendent or Secretary of the Interior; but ‘ such absence shall at no time exceed sixty days. Additional security from persons charged with disbursement of money or goods.——The President may, from time to time, require additional security, and in larger amounts, from all persona charged or trusted, under the laws of the United States, with the disbursement or application of money, goods, or efecta of any kind, on account of Indian affairs. New bond for diebursing o$cer.—When the Secretary or the Interior deems a new bond necessary he may, in his, dlacretion, require any disbursing; omcer under the jurisdiction of the Commissioner of Indian AEairs to execute a new bond, with approved sureties, in such amount as he may deem necessary, and when accepted and approved by the Secretary of the Interior the new bond shall be valid and the surety or suretles of the prior bond shall be released from liability for all acts or defaults of the principal which may be done or committed from and after the day on which the new bond was approved. Disbursing o@cers; designation of clerk to act for.-- Any disbursing regent of the Indian Service, with the ep-> proval of the Commisalouerof Indian Aifalrs, may authorize n clerk employed in his omce to act in his place and discharge all the duties devolved upon him by law or regulations during such time as he may be unable to perform the duties ot his position because ot absence, physical disability, or other disqnalitying circumstances: Provided, That the omclal bond given by the dlaburalng agent to the United State; shall be held to_ cover and apply to the acts of the employee authorized to act in his place, who ‘shall give bond to the dlsburslng agent in euclf sums as the latter may require, and with respect to any andall acts performed by htm while acting for his prlncipyl, amll be subject to all the llabllltlea and penalties prescribed by law for o@cial misconduct of adlsbursing agents.
