Curtis, of Warwick County, Vir%nia, the sum o $1,125, in full settlement of his claim against the nited States for rolling land at the aviationfield, navy mine depot, Yorktown, Virginia, as contemplated by item 4 of requisition 168, Bureau of Yards and Docks, dated May 14, 1920, the said services so rendered by the said Simon R. Curtis to the United States having been rendered at the request of the United States, upon terms agreeable to the United States, and in a manner satisfactory to, and accepted by, the United States, but payment therefor having not been made solely because of the absence of a formal written contract, as required by section B-8-¤•¤-3744. rtw- 3744 of the United States Revised Statutes.
