Presumptions. (c) For the purposes of subdivision (b) of this section- "(1) The w idow shall be co nside red to be d epend ent, w ithin the ow Dependency of -i d- meani ng of secti on 60 2, if she was dependent at the b eginn ing of such seven-year period or at any time thereafter and before the expiration of such period. The widow shall be presumed to have been depen dent a t the begi nning of su ch se ven-ye ar pe riod upon a showi ng of the m arita l coh abitat ion . "(2) A child shall be considered incapable of self-support, within incapacity of child . the meaning of section 602, if incapable of self-support by reason of mental or physi cal defe ct at th e beginn ing of s uch seve n-year p eriod or at any time thereafter and before the expiration of such period . "(3) The m other or fa ther shall be considered to be dependent, err or ather ncyofmoth- within the meaning of section 602, if dependent at the beginning of such seven-year period or at any time thereafter and before the expiration of such period . If at the expiration of such seven-year period the mother is unmarried or over sixty years of age, or the father is over sixty years of age, such mother or father, respectively, shall be presumed to be dependent . "(d) In the case of a veteran, if it appears that he is still living, pa If veteran yme n~s toa n nrs, payments to dependents in respect of his death shall cease, and, if he ents shall cease . has filed a valid application under the provisions of section 302, any iz deducti on author- payments already made shall be deducted from the face value of his adjus ted s ervice cert ifica te, or from the amount of h is ad justed service credit if such credit is not more than $50. In the case of a dependent, if it appears that such dependent is still living, payments to dependents later in preference under this Act shall cease, and, if such de pendent has file d a vali d applic ation un der the provisio ns of section 604, the remainder of the payments shall be made in accord- ance with the provisions of Title VI . " SEC. 313 . That where any payment under this Act is to be made an Paym etc ent s of minors to gnors, , toa minor, other than a person in the military or naval forces of phys ic . aSly ineempe_ the United St at es, or to a person mentally incompetent, or under tent s, et c. other legal disability adjudged by a court of competent jurisdiction, such pay ment may be made to the lega lly cons titu ted guar dian , curator , or con servator of the person e ntitled to payme nt, or t o the person found by the Dir ector to be othe rwise le gally ve sted wit h the care of the person entitled to payment or of his estate . Prior to Prior tc receipt of notice of disability . the receipt of notice by the Bureau that any such person entitled to payment is under such legal disability, payment may be made to such pe rson dir ect ." SEC . 5 . Title V of such Act, as amended, is amended by adding at voi u 3tP i er tmcana= the end thereof a new section to read as follows :

Notwithstanding any other provision of this Act a ar ess ,et c. of beneSci- veteran ma y, under regulations prescribed by the Director, name more than one beneficiary, and may from time to time, with the approval of the Director, change such beneficiaries . If the Director is unab le to as certain the bene ficiary named by the vet eran, pa yment shall be made to the estate of the veteran ." SEC . 6. Section 702 of such Act, as amended, is amended to read eVoi.43,p .131,amend- as follows "SEC. 702. Whoever knowingly makes any false or fraudulent Pu nis hm ent for statement of a material fact in any application, certificate, or docu- fraud ulent d t statements me nt made under the provisions of Title III, IV, V, VI, or VII, or of any regulation made under any such title, shall, upon conviction thereof, be fined not more than $1,000, or imprisoned not more than five years, or both ." SEC . 7 . This Ac t shall no t invalida te any pay ments made or No prior payments applications received, before the enactment of this Act, under the invalidated .
