That the Secretary of War is hereby authorized to acquire, by purchase or otherwise, two tracts of land on the Atlantic seaboard with n ecessa ry rig hts of way a s may, in his discr etion, be ne cessar y in the proper defense of the Atlantic coast, and the sum of $20,000 is hereby authorized to be appropriated from any funds in the Treasury not othe rwise appropriated, which sum shall rema in availa ble un til ex pended . SEC . 7 . That there is hereby authorized to be appropriated, out of any money in the Treasury of the United States, not otherwise appropriated, the sum of $125,000 for the construction of a cannon powd er bl endin g uni t at Pica tinny Ars enal, Dove r, N ew Je rsey, to replace the one destroyed by fire on July 31, 1928 .
