CONT ING ENC IES OF THE AR MY For all contingent expenses of the Army not otherwise provided for and embracing all branches of the military service, including the office of the Chief of Staff ; for all emergencies and extraordinary expenses, including the employment of translators and exclusive of all other personal services in the War Department or any of its subordinate bureaus or offices in the District of Columbia, or in the Army at large, but impossible to be anticipated or classified, to be expended on the approval or_ authority of the Secretary of War, and for such purposes as he may deem proper, and for examination of estimates of appropriations in the field, $12,000 : Provided, That no ne of the fun ds appropriate d in this Act shall be used for the payment of expenses connected with the transfer of surplus property of the War Department to any other activity of the Govern- ment wh ere the artic les or lots of articles to be transferred ar e located at any place at which the total surplus quantities of the same commodity are so small that their transfer would not, in the opinion of the Secretary of War, be economical . GEN ERAL STA FF CORP S CONTINGENCIES, MILITARY INTELLIGENCE DIVISION For contingent expenses of the Military Intelligence Division, General Staff Corps, and of the military attaches at the United States embassies and legations abroad, including the purchase of law books, professional books of reference, and subscriptions to news- papers and periodicals ; for cost of maintenance of students and attaches ; for the hire of interpreters, special agents, and guides, and for such other purposes as the Secretary of War may deem proper, including $5 ,000 for the a ctual and nec essary expense s of officers of the Army on duty abroad for the purpose of observing operations of armies of foreign states at war, to be paid upon certificates of the Secretary of War that the expenditures were neces- sary for obtaining military information, $57,480, to be expended under the direction of the Secretary of War : Provided, That section 3648, R evised Statut es, shall appl y neither to subscriptions for foreign and professional newspapers and periodicals nor to other payments made from appropriations contained in this Act in com- pliance with the laws of foreign countries under which the military attaches are required to operate . ARM Y WAR C OLLE GE For expenses of the Army War College, being for the purchase of the necessary special stationery ; textbooks, books of reference, scientific and professional papers and periodicals ; maps ; police utensils ; employment of temporary, technical, or special services, and expenses of special lecturers ; for the pay of employees ; and for all other absolutely necessary expenses, $78,000 . 1351 .
