1361 Aircraft operation, construction, etc . struction ; for maintenance, repair, storage, and operation of air- ships, war balloons, and other aerial machines, including instru- ments, materials, gas plants, hangars and repair shops, and appli- ances of every sort and description necessary for the operation, con- struction, or equipment of all types of aircraft, and all necessary s pare p arts and e quipme nt co nnect ed the rewit h and the e stabl ish- w vending, ment of land ing a nd tak e-off runways ; for purchase of supplies for securing, developing, printing, and reproducing photographs in connection with aerial photography ; improvement, equipment, maintenance, and operation of plants for testing and experimental w ork, and pro curi ng and i ntro duci ng water, el ectr ic l ight and power, gas and sewerage, including maintenance, operation, and re- pair of such utilities at such plants ; for the procurement of helium gas ; salaries and wages of civilian employees as may be necessary, Civilian employees . and p ayment of their traveling and other necessary expense s as authorized by existing law ; transportation of materials in connec- tion with consolidation of Air Corps activities ;; expe rimen tal i nves- tare s, et c ., purchc of m aircraft . - tigation and purchase and development of new types of aircraft, accessories thereto, and aviation engines, including plans, drawings, and specifications thereof, and the purchase of letters patent, appli- cations for letters patent, licenses under letters patent and applica- tions for letters patent ; for the purc hase, manufacture and con- struction of balloons, and other aerial machines, including instru- ments , gas plants, hangars and r epair shops, and appliance s of every sort and description necessary for the operation, construction, or equip ment of all type s of air craft, a nd all n ecessary spare pa rts and equipment connected therewith ; for the marking of military w ysrking militaryair . air wa ys wh ere the pur ch ase of land is not involved ; for the pup- chase, manufacture, and issue of special clothing, wearing apparel, Disposal of surplus and s imil ar e quip ment for avi atio n pu rpos es ; for all necessary equipment, etc . expenses connected with the sale or disposal of surplus or obsolete aeronautical equipment, and the rental of buildings, and other facilities for the handling or storage of such equipment ; for the serv- ices of not more than fo ur consu lting en gineers at experi mental s ta- tions of the Air Corps as the Secretary of War may deem necessary, at rates of pay to be fixed by him not to exceed $50 a day for not exceeding fifty days each and necessary traveling expenses ; purchase of spe ci al apparatus and appliances, repairs and replacements of same used in connection with special scientific medical research in the Air Corps ; for maintenance and operation of such Air Corps print- ing plants outside of the District of Columbia as may be authorized in accordance with law ; for publications, station libraries, special furni- ture, supplies and equipment for offices, shops, and laboratories ; for special services, including the salvaging of wre cked aircraft, $3 4,690 1- 't85 : Provided, That not to exceed $3,026,199 from this appropriation may be expended for pay and expenses of civilian employees other than those employed in experimental and research work ; no t exce eding $50,000 may be expended for the procurement of helium, of which sum such amounts as may be required may be transferred in advance to the Bureau of Mines ; not exceeding $2,255,930 may be expended for experimental and research work with air- plane s or lig hter -tha n-ai r cr aft and thei r eq uip ment , in clud - ing the pay of n ecessary civilia n employ ees ; no part thereof may be expended for the production of lighter-than-air equipment

not exceeding $3,598,376 may be expended for improvement of stations, hangars, and gas plants for the Regular Army and for such other markings and fuel supply stations and temporary shelter as may be necessary ; not less than $18,439,280 shall be expended for the produc- tion or purchase of new airplanes and their equipment, spare parts, etc ., Ba lloons, e tc . run - Helium gas .
