A violation of the provisions of this Act shall be a misdemeanor ; and, upon conviction thereof, the person, fir m, company, or corporation so ch arg ed shall be fin ed not mor e than $100 for each and every offense, or confined in the District of Colu mbia jail for a perio d not excee ding sixty days, or both, in the discretion of the courts . SEC. 5. That, in order to di spose of c ombust ible refuse in the manner provided by t his A ct, the commissioners are authorized to purchase motor trucks and trailers and other means of transporta- tion, t o instal l additi onal equ ipment, building s, and m achinery , and to employ personal services and labor . SEC. 6. That a sum not exceed ing $ 850,0 00 is hereb y aut horize d to be appropriated, in like manner as other appropriations, for the expenses of the District of Columbia, for sites, buildings, equip- ment, and other construction work authorized by this Act, of which amount $25,000 or so much thereof as may be necessary may be exp en ded for the employment of one or mo re ex per ts for engineer- ing for preparation of plans and specifications ; and, upon completion of the incinerators herein provided for, the said commissioners shall aba nd on the use of the leased pla nt at Montello Avenue and Mount Olivet Road northeast .
