For support, clothing, and treatment in Saint Elizabeths Hospital maintenance, etc. for the Insane from the Army, Navy, Marine Corps, Coast Guard, inmates of the National Home for Disabled Volunteer Soldiers, persons charged with or convicted of crimes against the United States who are insane, all persons who have become insane since their entry into the military and naval service of the United States, civilians in the quartermaster service of the Army, persons transferred from the Canal Zone who have been admitted to the hospital and who are indigent, and beneficiaries of the United States Veterans' Bureau, Vehicles, etc . including not exceeding $27,000 for the purchase, exchange, mainte- nance, repair, and operation of motor-propelled passenger-carrying vehicles for the use of the superintendent, purchasing agent, and general hospital business, and including not to exceed $150,000 for repairs and improvements to buildings and grounds $955,000, includ- ing maintenance and operation of necessary facilities for feeding employees and others (at not less than cost), and the proceeds there- from shall reimburse the appropriation for the institution ; and not exceeding $1,500 of this sum may be expended in the removal of patie nts to th eir frien ds, not e xceeding $1,500 i n the pur chase of such books, periodicals, and newspapers, for which payment may be made in advance, as may be required for the purposes of the hospital and for the medical library, and not exceeding $1,500 for actual and necessary expenses incurred in the apprehension and return to the Provisos . hospital of escaped patients : Provided, That so much of this sum as Ret urni ng p atien ts may be required shall be available for all necessary expenses in not a Federal charge . ascertaining the residence of inmates who are not or who cease to be properly chargeable to Federal maintenance in the institution and in Mo nt hly payments returning them to such places of residence : Provided further, That for District patients . during the fiscal year 1930 the District of Columbia, or any branch of the Government requiring Saint Elizabeths Hospital to care for patients for which they are responsible, shall pay by check to the superintendent, upon his written request, either in advance or at the end of each month, all or part of the estimated or actual cost of such maintenance, as the case may be, and bills rendered by the Superin- tendent of Saint Elizabeths Hospital in accordance herewith shall not be subject to audit or certification in advance of payment ; proper adjustments on the basis of the actual cost of the care of patients paid for in advance shall be made monthly or quarterly, as may be agreed upon between the Superintendent of Saint Elizabeths Hospital and the District of Columbia government, department, or establishments sums paid for pa- tients to be credited to co ncern ed .
