SEC. 2 . If tolls are charged for the use of such bridge, the rates of tolls shall be so adjusted as to provide a fund sufficient to pay the reasonable cost of maintaining, repairing, and operating the bridge and i ts ap proac hes under econ omic al ma nagem ent, and to pr ovide a sinking fund sufficient to amortize the cost of the bridge and its approaches, including reasonable interest and financing cost, as soon as possible under reasonable charges, but within a period of not to exceed twenty-five years from the completion thereof . After a sink- ing fund sufficient for such amortization shall have been so provided, such bridge shall thereafter be maintained and operated free of tolls, or the rates of tol l shal l ther eafter be so adjust ed as to pro vide a fund of not to exceed the amount necessary for the proper mainte- nance, repair, and operation of the bridge and its approaches under economical management . An accurate record of the costs of the bridge and it s appr oaches , the expend itures for ma intain ing, r epair- ing, and operating the same, and of the daily tolls collected, shall be kept and shall be available f or the information of all persons interested . SEC . 3 . The Act of Congress approved March 2, 1927, for the construction of a bridge by the Highway Department of the State of Tennessee across the Clinch River on the Sneedville-Rogersville Road in Hancock County, Tennessee, is hereby repealed . SEC . 4. The right to alter, amend, or repeal this Act is hereby ex pressl y rese rved . Approved, March 14, 1928 .
