Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, Th at the Act entitled "An Act to provide further for the national security and defense, and, for the purpose of assisting in the prosecution of the war, to provide credits for industries and enterprises in the United States necessary or contributory to the prosecution of the war, and to supervise the issuance of securities ; and for oth er purposes," approved April 5, 1 918, as amended, be, and the same hereby is, amended so as to extend for one year the period specified in section 1 of said Act during which the War Finance Corporation shall have succession ; and the expiration of the period of ten years specified in said section 1 shall not be construed to affect any right or privilege accrued, any penalty or liability incurred, or any civil or criminal proceeding commenced, or to diminish any authority conferred on any official necessary to enable him to carry out the duties remaining to be performed by him under said Act . Herman Simmonds, promo te in terst ate c ommer ce, i mprov e the Post al Se rvice , and ir ., may bridge, at Pinel las P oint to Pi ney provide for military and other purposes, Herman Simmonds, junior, Point, Fla . his heirs, legal representatives, and assigns, be, and is hereby, authorized to construct, maintain, and operate a bridge and approaches thereto across Tampa Bay, at a point suitable to the interests of navigation, at or near Pinellas Point, Pinellas County, to Piney Point, Manatee County, Florida, in accordance wi th the provisions of the Act entitled "An Act to regulate the construction of bridges over navigable waters," approved March 23, 1906, and subje ct to the condi tions and limit ation s con taine d in this Act .
