Approved, May 4, 1928 . CHAP. 505 .-An Act To authorize a permanent annual appropriation for the maintenance and operation of the Gorgas Memorial Laboratory . Be it ena cted by the Se nate and Hous e of Represen tatives of the United States of America in Congress assembled, That there is hereby authorized to be permanently appropriated for each year, out of any money in the Treasury not otherwise appropriated, the sum of $50,000, to be paid to the Gorgas Memorial Institute of Tropical and Preventive Medicine, Incorporated (hereinafter re- ferred to as the Gorgas Memorial Institute), for the maintenance and operation by it, of a laboratory to be known as the Gorgas Memor ial Laborator y, upon condit ion (1) that the necessary build- ing or quarters for said laboratory shall be constructed within the five years next en suing after th is Act shall become a law, either upon the site offered by the Republic of Panama therefor, at, or adjacent to, the city of Panama, or upon a site in the Canal Zone to be provided by the United States ; (2) that each of the Latin- American Governments be invited and permitted to contribute an- nually, on a pro rata basis, according to population, toward the maintenance and operation of such laboratory, the total of such con- tributions not to exceed 75 per centum of the total contributed by the United States ; and (3) that in such manner as the President may d etermi ne the Unite d Sta tes be repre sente d perm anentl y on t he board or council directing the administration of such laboratory, with privilege to the Latin-American Governments contributing as a fore said to have rep rese ntat ion on s uch boar d or cou ncil

all such

representation to be based upon, and in proportion to, the actual respective contributions made to the aforesaid maintenance and o pera tion . SEC . 2 . That pending the construction of the necessary building or quarters for said Gorgas Memorial Laboratory there is hereby au- tho rized to be a ppropriated a nnually, in ma nner aforesai d, for a period not exceeding the five years hereinbefore named, said sum of $50,000, payable to the Gorgas Memorial Institute, to enable and permit to be made the organization of the said Gorgas Memorial Labor atory, and it s maintenance and operation , in temporar y quar- ters or in any existing laboratory, in the Republic of Panama, or the Canal Zone . SEC. 3. T he Gor gas Me morial Inst itute shall make to Con gress annually, on the first Monday in December, a full report of the operation and work of the Gorgas Memorial Laboratory up to the first of November next preceding, and shall include therewith a complete statement of the receipts and expenditures of said labora- tory for such fiscal year . The books and accounts of the Gorgas Memorial Laboratory shall at all times be open to examination by the Comptroller General of the United States .
