ARTICLE XV. Persons and ~oods in transit shall not be sub- Jected to any transit duty, or to anf UIUlecessary delays or re- strictions, and shall, be given national treatment as regards charges, facilities, and all other matters. Goods in transit mW3t be entered at the proper custom house~ but they shall be exempt from all customs or other siIiillar duties. All charges imp'osed on trans- port in transit sha.ll be reasonable, having regard to the conditions of the tr8.ffic. ARTICLE XVI.
