That there is he reby authoriz ed to be appr opriated to t he Feder al Board for Voca tional E ducation the sum of $80,0 00 annually for a period of three years, commencing July 1, 1930, for th e purpose of making studies, investigations, and reports r egarding the vocational rehabilitation of disabled persons and their place- me nts in suitable or gainful oc cupations, and for the admini strative e xpenses of sa id board inci dent to perfo rming the dut ies imposed by this Act, including salaries of such assistants, experts, clerks, and o ther employee s, in the Dis trict of Colu mbia or elsew here as the board may deem necessary, actual traveling and other necessary ex- penses incurred by the members of the board and by its employees, under its orders, including attendance at meetings of educational associations and other organizations, rent and equipment of offices in the District of Columbia and elsewhere, purchase of books of reference, law books, and periodicals, stationery, typewriters and exchange thereof, miscellaneous supplies, postage on foreign mail, printi ng and binding to be done at the Governmental Printing Off ice, and all other necessary expenses . "A full report of all ex penses under this section, i ncluding names of all employees and salaries paid them, traveling expenses and other ex penses i ncured by each an d every employee and by m embers o f t he board, sha ll be submitt ed annually t o Congress by the board ." SEc . 5 . This Act shall take effect on July 1, 1930 . Approved, J une 9, 1930 . CHAP. 415 .-An Act To authorize the dispatch from the mailing post office of metered permit matter of the first class, prepaid at least 2 cents but not fu lly prep aid, and to aut horize t he accep tance of third- class ma tter wit hout stamps affixed in such quantities as may be prescribed . Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That section 5 of the Act of April 24, 1920 (Forty-first Statutes, page 583 ; Thirty- ninth United States Code, section 273), entitled "An Act making ap propriations for the service of the Post Office Department for the fiscal year ending June 30, 1921, a nd for other purposes," is he reby amended to read as follows " That the Postmaster Ge neral, under such regulati ons as he may prescribe for the collection of such postage, is hereby authorized to accept for delivery and deliver, without postage stamps affixed thereto, mail matter of the first class on which the postage has been fully prepaid at the rate provided by law : Provided, That such first- class matter on which the postage is paid in connection with a metered device set by the postmaster for a given number of impres- sions paid for at the time of setting and which automatically locks upon the exhaustion of such impressions may, if through inadvert- ence it is not fully prepaid but is prepaid at least 2 cents, be accorded the same treatment as is provided for such short-paid first-class mat- ter mailed with postage stamps affixed : Provided further, That type- writing shall continue to be classed as handwriting as provided by the Postal Laws and Regulations : Provided further, That metered permit matter of the third class, except bulk mailings of such matter under the provisions of section 6 o f the Act of May 29, 1928 (Fo rty- fifth Statutes, page 941 ; Thirty-ninth United States Code, Supple- ment III, section 291), may be mailed in such quantities as the Pos tmaster Gener al may prescr ibe ."
