Said Commonwealth of Kentucky, by and through the State High- i z Toll bridges author- way Commission of Kentucky, or the successors of said commission, is hereby authorized to acquire any or all of the following bridges and approaches thereto and thereafter to maintain and operate same as toll bridges :

Ohio River; at Mil- A bridge across the Ohio River at or near Milton ; a bridge across ton; at Paducah ; at the Ohio River at or near Paducah ; a bridge across the Kentucky Carr oll ton . River at or near Carrollton ; and a bridge across Green River at Green River, at Cal- or near Calhoun .

There is hereby conferred upon the Commonwealth of Ken- con R ight etc.,nee ded acquire, tucky and the State Highway Commission of Kentucky, or the propert y . successors of said commission, all such rights and powers to enter upon lands and to acquire, condemn, occupy, possess, and use real estate and other property needed for the location, construction, an d/or ope ration of any and /or all such bri dges and their ap proaches as are possessed by railroad corporations for railroad purposes or by bridge corporations for bridge purposes in the State in which such real estate or other property is situated, upon making just compensa- tion therefor, to be ascertained and paid according to the laws of such State, and the proceedings therefor shall be the same as in c onde mnati on or exp ropri ation of prope rty f or p ublic purp oses in such State.

Toll rates . SEC. 3. The Commonwealth of Kentucky, by and through the State Highway Commission of Kentucky, or the successors of said com- mission, is hereby authorized to fix and charge tolls for transit over any and/or all such bridges, and the rates of toll so fixed shall be the legal rates until changed by the Secretary of War under the a uthority contain ed in the Act of March 23 , 1906 .

Grouping, etc., SEC. 4. The Commonwealth of Kentucky, by and through the State bri dg es to fac ilit ate Highway Commission of Kentucky, or its successors, may unite or fin anci ng of group all or such of said bridges, excepting and excluding interstate bridges, into one or more separate projects for financing purpose, as in its or their judgment shall be deemed practicable to so unite or Rates o f toll applied group . If tolls are charged for the use of a bridge or bridges in a to operation, sinking project, the rates of toll to be charged for the use of such bridge or fund, etc . bridges embraced in the particular project shall be so adjusted as to provide a fund not to exceed an amount sufficient to pay the reason- able cos ts of ma intainin g, repair ing and operatin g the br idge or a ll of the bridges included in the particular project and their approaches under economical management, and not to exceed an amount suffi- cient, in addition to the foregoing, to provide a sinking fund suffi-
