The delegations of France, Greece, Hungary, Italy, Portugal, the Kingdom of the Serbs, Croats and Slovenes and Switzerland, present at the Inter- national Conference for the Abolition of Import and Export Prohibitions and Restrictions, desire to place it on record that, though they have ab- stained, in the desire not to place any obstacle in the way of the success of the Conference and not to raise between the participating States a controversy on a question of principle which could lead to no definite conclusion, they are nevertheless fully convinced that the prohibition of viticultural products can- not be justified on the ground of the provisions of Article 4, No.4, of the Convention.
