CITIZENS' MILITARY TRAINING RE SERV E OFFICERS' T RAI NING CO RPS For the procurement, maintenance, and issue, under such regula- tions as may be prescribed by the Secretary of War, to institutions at which one o r mor e uni ts of the R eserv e Off icers' Trai ning Corps are maintained, of such public animals, means of transportation, supplies, tentage, equipment, and uniforms as he may deem necessary, including cleaning and laundering of uniforms and clothing at camps ; and to forage, at the expense of the United States, public animals so issued, and to pay commutation in lieu of uniforms at a rate to be fixed annually by the Secretary of War ; for transporting said animals and other authorized supplies and equipment from place of i ssue to the sever al insti tutions and trai ning cam ps and r eturn of same to place of issue when necessary ; for purchase of training manuals, includi ng Government publicatio ns and blank forms ; fo r the establishment and maintenance of camps for the further practical instruction of the members of the Reserve Officers' Training Corps, and for transporting members of such corps to and from such camps, and to subs ist them while traveling to and from such camps and while remaining therein so far as appropriations will permit, or, in lieu of transporting them to and from such camps and subsisting them while en route, to pay them travel allowance at the rate of 5 cents per mile for the distance by the shortest usually traveled route from the places from which they are authorized to proceed to the camp and for the return travel thereto, and to pay the return travel pay in advance of the actual performance of the travel ; for expenses incident to the use, including upkeep and depreciation costs, of supplies, equipment, and materiel furnished in accordance with law from stocks under the control of the War Department ; for pay for students attending advanced camps at the rate prescribed for soldiers of the seventh grade of the Regular Army ; for the payment of commutation of subsistence to members of the senior division of the Reserv e Office rs' Trai ning Cor ps, at a rate not exceedi ng the c ost of the gar rison ra tion pres cribed f or the A rmy, as authoriz ed in th e Act approved June 3, 1916, as amended by the Act approved June 4, 1920 (U. S. C., title 10, sec. 387) ; for medical and hospital treatment until return to their homes and further medical treatment after arrival at their homes, subsistence during hospitalization and until furnished transpo rtation to their homes, a nd trans portatio n when f it for t ravel to their homes of members of the Reserve Officers' Training Corps who suffer personal injury in line of duty while en route to or from and while at camps of instruction under the provisions of section 47a of the National D efense Act approved June 3, 1916 (U. S. C., title 10, sec. 441), as amended ; and for the cost of preparation and transportation to their homes and burial expenses of the remains of me mb ers of the Re se rve Officers' Training Corps who die while atte ndin g ca mps of inst ruct ion as p rovi ded in the Act approved April 26, 1928 (U. S. C., Supp. V, title 10, sec. 455) ; for mileage, traveling expenses, or transportation, for transportation of depend- ents, and for packing and transportation of baggage, as authorized by law, for officers, warrant officers, and enlisted men of the Regular Arniy traveling on duty pertaining to or on detail to or relief from duty with the Reserve Officers' Training Corps ; for the maintenance ., repair, and operation of motor vehicles, $3,466,531, of which $400,000 shall be a vailab le im media tely : Provided, That the Secretary of War is authorized to issue, without charge, in lieu of purchase, for the use of the Reserve Officers' Training Corps, so many horses now
