Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That in order to Dist ric t Appropriations obia. defray the expenses of the District of Columbia for the fiscal year pe 193 3, from Di str ict n s of, fiscal year ending June 30, 1933, any revenue (not including the proportionate enue s and $7,775,000 share of the United States in any revenue arising as the result of the from the Treasury . expenditure of appropriations made for the fiscal year 1924 and prior fiscal years) now required by law to be credited to the District of Columbia and the United States in the same proportion that each contributed to the activity or source from whence such revenue was derived shall be credited whol ly to the Distri ct of Columbia, and, in addition, $7,775,000 is appropriated, out of any money in the Treas- ury not otherwise appropriated, to be advanced July 1, 1932, and all the remainder out of the combined revenues of the District of Colum- bia, and the tax rate in effect in the fiscal year 1932 on real estate and decreased . not to be tangibl e person al prope rty subj ect to t axation in the D istrict of Columbi a shall not be d ecreased for the fiscal year 193 3, namel y GE NERAL EXPENS ES EXECUTIVE OFFICE For personal services, $49,580, plus so much as may be necessary to compensate the Engineer Commissioner at such rate in Grade 8 of the professional and scientific service of the Classification Act of 1923, as amended, as may be determined by the Board of Commis- sioners : Provided, That in expending appropriations or portions of appropriations contained in this Act for the payment of personal serv ices in acc ordan ce wi th the Clas sific ation Act of 1923, as amende d, with the exce ption of the two civilia n commis sioners the average of the salaries of the total number of persons under any grade in an y bureau, office , or other appro priation unit sh all not at any time exceed the average of the compensation rates specified for the grade by such Act, as amended : Provided, That this restriction shall not apply (1) to grades 1, 2, 3, and 4 of the clerical-mechanical service ; (2) to require the reduction in salary of any person whose compensation was fixed, as of July 1, 1924, in accordance with the rules of section 6 of such Act ; (3) to require the reduction in salary of any person who is transferred from one position to another posi- tion in the same or different grade in the same or a different bureau, office, or other appropriation unit ; (4) to prevent the payment of a salary under any grade at a rate higher than the maximum rate of the grade when such higher rate is permitted by the Classification Act of 1923 , as amended, an d is specificall y authorized by other law, Amendm ent. p. 1416, General expenses.
