677 not exceeding $2,821,567 may be expended for experimental and re- search work wit h airplan es or li ghter-th an-air c raft and their e quip- ment, including the pay of necessary civilian employees ; not exceed- ing $100 may be expended for the production of lighter-than-air equipment ; not less than $11,525,728 shall be expended for the production or purchase of new airplanes and their equipment, spare parts, and acce ssories, of which $9,017, 152 shal l be ava ilable e xclu- sively for combat airplanes, their equi pmen t, s pare par ts, and accessories ; not less than $5,924,010 shall be expended, other than for pay of civilian employees, for aviation fuel and oil and for the repair and maintenance of airplanes and their equipment, spare parts, and accessories ; and not more than $6,000 may be expended for settle- ment of claims (not exceeding $250 each) for damages to persons and private property resulting from the operation of aircraft at home and abroad when each claim is substantiated by a survey report of a board of officers appointed by the commanding officer of the nearest aviation post and approved by the Chief of Air Corps and the Secretary of War : Provided further, That the sum of $19 3,872 of the appropriation for Air Corps, Army, fiscal year 1929, and the sum of $158,455 of the appropriation for Air Corps, Army, fiscal year 1930, shall remain available until June 30, 1933, for the pay ment of obligations incurred under contracts executed prior to July 1, 1929, and July 1, 1930, respectively : Provided further, That none of the money appropriated in this Act shall be used for the purchase of any airplane order ed after the approval of this Act which is equ ipp ed or prop ell ed by a L ibe rty mo tor or by any mo tor or airplane engine purchased or constructed prior to July 1, 1920 .
