Ever y captain, maste r of a vessel, o r other person, who Importing for eign willfully imports, brings, or sends, or causes or procures to be brought C0n ` ictsfl or sent into the Canal Zone any person who is a foreign convict of any crime whi ch, if committed within the Ca nal Zone, wou ld be punishable as a felony, or who is delivered or sent to him from any prison or place of confinement in any place without the Canal Zone, is guilty of a felony, and every person so landing shall also be guilty of a felony ." SEC. 43. That section 136 of the Penal Code of the Canal Zone is te mpt ni ng oetetsc ne pT is hereby amended by adding after the word "imprisonment," in sub- oner . section 3 thereof, the words "in the penitentiary ." SEC. 44. That section 137 of the Penal Code of the Canal Zone is hereby a mended t o read a s follow s "SEC. 137. Every person who willfully injures or destroys, or takes prp~riy y n0a u aa~ or attempts to t ake, or assists any person in ta king or attemptin g to proce ss of law . take, from the custody of any officer or person, any personal property which such officer or person has in charge under any process of law, is guilty of a felony .' SEC.45. That Chapter V of Title X of the Penal Code of the Canal Zone is hereby amended by inserting therein after section 141 a new section numbered 141a to read as follows "SEC . 1 4 1a . Any pers on who w illfully assists any per son lega llyp e5onsiega3 nnea confined in a ho spital of the Go vernment of the Canal Zone to esc ape, in hospital. or in an attempt to escape therefrom, is guilty of a misdemeanor ." SEC. 46. That section 142 of the Penal Code of the Canal Zone is hereby a mended t o read a s follow s "SEC. 142. Every officer or person to whom a writ of habeas corpus h abeas orp obey, a may be directed who, after service thereof, neglects or refuses to obey felon y, the command thereof, is guilty of a felony ." SEC. 47. That section 143 of the Penal Code of the Canal Zone is hereby amended to read as follows : `4SEC. 143 . Every person who, either solely or as a member of a discharged•tupon son court, knowingly and unlawfully recommits, imprisons, or restrains of his li bert y, for the s ame caus e, any person who has b een discharged upon a writ of habeas corpus, is guilty of a felony" SEC. 48. That section 144 of the Penal Code of the Canal Zone is hereby amended to read as follows "SEC. 144 . Eve ry person having in his custody, or under his concealing persons restraint or power, any person for whose relief a writ of habeas entitled to benefits ot . corpus has been issued, who, wit h intent to elud e the service of such writ, or to avoid the effect thereof, transfers such person to the cus- tody of another, or places him under the power or control of another, or conceals or changes the place of confinement or restraint, or removes him without the jurisdiction of the court or judge issuing the writ, is guilty of a felony" SEC. 49 : That chapter 5 of Title X of the Penal Code of the Canal Zone is hereby amended by adding thereto the following sections "145a .
