ARTICLE XVIII Either Administration may temporarily suspend the C. O. D . service, in whole or in part, when there are special reasons for doing so, or restrict it to certain offices; but on the condition that pre- vious and opportune notice of such a measure is given to the other Administration, such notice to be given by telegraph if necessary. ARTICLE XIX This Agreement shall take ef- fect and operations thereunder shall begin on a date to be mu- tually settled. between the Admin- istrations of the two countries, and shall continue in force in- definitely; but may be annulled at the desire of either Administra- tion upon six months' previous notice given to the other.
