1067 energy ; in any company furnishing services or such apparatus to any company engaged in communication by wire or radio or to any company manufacturing or selling apparatus used for communication by wire or radio ; or in"any company owning stocks, bonds, or other securities of any such company ; nor be in the employ of or hold any official relation to any p erson sub ject to any of th e provisi ons of th is Act, nor own stocks, bonds, or other securities of any corporation subject to any of the provisions of this Act . (d) Each commissioner shall receive an annual salary of $10,000, Compensation . payable in monthly installments . (e) The principal office of the Commission shall be in the District Principal office . of Columbia, where its general sessions shall be held ; but whenever the convenience of the public or of the parties may be promoted or delay or expense pre vented thereby, the C ommission may hold special sessions in any part of the United States .
Appointments by (f) Without regard to the civil-service laws or the Classification commission . Act of 1923, as amen ded, (1) the Commissi on may appoint and secretary, division prescribe the duties and fix the salaries of a secretary, a director director, chief engineer for each division, a chief engineer and not m ore than three ass istants, and assistants . a general counsel and not more than three assistants, and temporary counsel designated by the Commission for the performance of special services, and (2) each commissioner may appoint and prescribe the salaries . duties of a secretary at an annual salary not to exceed $4,000 . The gene ral coun sel and the chi ef e ngin eer sha ll e ach rece ive an annual salary of not to exceed $9,000 ; the secretary shall receive an annual salary of not to exceed $7,500 ; the director of each division shall receive an annual salary of not to exceed $7,500 ; and no assistant shall receive an annual salary in excess of $7,500 . The Commission shall have authority, subject to the provisions of the civil-service laws and the Classification Act of 1923, as amended, to appoint such other officers, engineers, inspectors, attorneys, examiners, and other employees as are necessary in the execution of its functions . (g) The Commission may make such expenditures (including 1Ze d~e ndi tur es aut hor expenditures for rent and personal services at the seat of government and elsewhere, for office supplies, law books, periodicals, and books of reference, and for printing and binding) as may be necessary for the execution of the functions vested in the Commission and as from time to time may be appropriated for by Congress . All expen- ditures of the Commission, including all necessary expenses for transportation incurred by the commissioners or by their employees, un der th eir or ders, in mak ing an y inve stigati on or upon a ny off icial business in any other places than in the city of Washington, shall be allowed and paid on the presentation of itemized vouchers therefor approved by the chairman of the Commission or by such other member or officer thereof as may be designated by the Commission for that purpose .
