In expe ndin g app ropri ation s or port ions of a pprop riati ons c on- tained in this Act, for the payment for personal services in the District of Columbia in accordance with the Classification Act of 1923, as amended, with the exception of the Assistant Secretaries of the Navy, the average of the salaries of the total number of persons under any grade in any bureau, office, or other appropriation unit shall not at any time exceed the average of the compensation rates specified for the grade by such Act, as amended : Provided, That this restriction shall not apply (1) to grades 1, 2, 3, and 4 of the clerical- mechani cal se rvice, or (2 ) to r equire the re ductio n in s alary of any person whose compensation was fixed as of July 1, 1924, in accord- ance with the rule s of sect ion 6 of such Act, (3) to r equire th e reduc- tion in salary of any person who is transferred from one position to another position in the same or different grade in the same or a different bureau, office or other appropriation unit, (4) to prevent the payment of a salary under any grade at a rate higher than the max- imum rate of the grade when such higher rate is permitted by the Classification Act of 1923, as amended, and is specifically authorized by other law, or (5) to reduce the compensation of any person in a grade in which only one position is allocated . CO NTINGENT EXPENSES For professional and technical books and periodicals, law books, and necessary reference books, including city directories, railway guides, freight, passenger, and express tariff books and photostating, for department library ; for purchase of photographs, maps, docu- ments, and pictorial records of the Navy, photostating and other nec- essary incidental expenses in connection with the preparation for publica tion o f the naval record s of t he war with t he Cen tral P owers of E ur op e ; for statio nery, furnit ure, n ewspap ers, pl ans, d rawing s, and drawing materials ; purchase and exchange of motor trucks or motor delivery wagons, maintenance, repair, and operation of motor truck s or motor del ivery wago ns ; g arage rent ; street- car fares not exceeding $500 ; freight, expressage, postage, typewriters, and com- puting machines, and other absolutely necessary expenses of the Navy Department and its various bureaus and offices, $75,000 ; it shall not be lawful to expend, unless otherwise specifically provided herein, for any of the offices or bureaus of the Navy Department in the Distri ct of Columb ia, an y sum out of approp riatio ns mad e for 423 salaries limited to average rates under Classification Act .
