The disbursing officer of the District of Columbia is authorized to advance to the director of public welfare, upon requisitions previously approved by the auditor of the District of Columbia and upon such security as may be required of said director by the Com- missioners, sums of money not to exceed $400 at any one time, to be used for expenses in placing and visiting children, traveling on official business of the board, and for office and sundry expenses, all such expend itures to be accou nted f or to t he acc ountin g offi cers of the District of Columbia within one month on itemized vouchers properly approved . JAIL Salaries : For personal services, $08,823 . For maintenance and support of prisoners of the District of Col umbia at the jail, expen ses in curred in ide ntifyi ng and pursu ing escaped prisoners and rewards for their recapture ; re pa i r an d improvements to buildings, cells, and locking devices ; newspapers, books, and periodicals not to exceed $100 ; maintenance of non- passenger-carrying motor vehicle ; and expense of electrocutions, $70,000 . COLUMBIA For personal services, $324,000 . For maintenance, care, and support of inmates, rewards for fugitives, discharge gratuities provided by law, medical supplies, newspapers books, books of reference, and periodicals, farm imple- ments, tools, equipment, transportation expenses, purchase and maintenance of livestock and horses, purchase, exchange, main- tena nce, opera tion, and repa ir of non passe nger- carr ying vehic les and motor bus ; fuel for heating, lighting, and power, and all other necessary items, $335,000 . For continuing construction of permanent buildings, including sewers, water mains, roads, and other necessary utilities, and for equipment for new buildings, $42,800 . For repairs to buildings and grounds, and maintenance of util- ities, marin e and railro ad tra nsport ation f acilit ies, a nd mec hanica l equipment not used in industrial enterprises, $22,000 . To provi de a w orking capit al fun d for such in dustri al ent erpris es as may be approved by the Commissioners of the District of Colum- bia, $30,319 : Pr ovide d, That the v ariou s de partm ents and insti tu- tions of the District of Columbia and the Federal Government may purcha se, at fair market price s, as determi ned by the C ommiss ioners , such surplus products and services as meet their requirements ; receipts from the sale of products and services shall be deposited to the credit of sa id wor king c apital fund, and sa id fun d, inc luding all re ceipts credi ted th ereto, shall be use d as a revol ving f und fo r the fiscal year 1935 for the purchase and repair of machinery, tools, and equipment, purchase of raw materials and manufacturing sup- plies, purchase, maintenance, and operation of nonpassenger- carrying vehicles, purchase and maintenance of horses, and pur- chase of fuel for manufacturing purposes ; for freight, personal serv- ices, and all other necessary expenses ; and for the payment to inmates or their dependents of such pecuniary earnings as the Com- missioners may deem proper .
