When said Cove Creek Dam, transmission line, and power house shall have been completed, the possession, use, and control thereof shall be intrusted to the Corporation for use and operation in connection with the general Tennessee Valley project, and to promote flood control and navigation in the Tennessee River . The Corporation, as an instrumentality and agency of office for study of fixed nitrogen production the Government of the United States for the purpose of executing formulae, its c onstit utiona l powe rs, sh all ha ve acce ss to the Pa tent O ffice of the Unit ed St ates for the p urpos e of stud ying, asce rtai ning, and copying all methods, formulve, and scientific information (not includ- ing access to pending applications for patents) necessary to enable the Corporation to use and employ the most efficacious and economi- cal process for the production of fixed nitrogen, or any essential ingredient of fertilizer, or any method of improving and cheap- ening the production of hydroelectric power, and any owner of a Remedy of patent patent whose patent rights may have been thus in any way copied, owner for infringement . 3 3 y used, infringed, or employed by the exercise of this authority by the Corporation shall have as the exclusive remedy a cause of action against the Corporation to be instituted and prosecuted on the equity side of the appro priate distr ict co urt of the Un ited S tates, for t he recovery of reasonable compensation for such infringement . SEC . 21 . (a) All general penal statutes relating to the larceny, applicable to property embezzlement, conversion, or to the improper handling, retention, of Corporation use, or disposal of public moneys or property of the United States, shall apply to the moneys and property of the Corporation and to moneys and proper ties of the United S tates intrusted to t he Corporation
