For an additional amount for necessary special or technical inves- tigations in connection with matters which fall within the scope of the juris dictio n of t he Int ernati onal J oint C ommiss ion, i ncludi ng personal services in the District of Columbia or elsewhere, traveling expenses, procurement of technical and scientific equipment, and the purchase, exchange, hire, maintenance, repair, and operation of motor-propelled and horse-drawn passenger-carrying vehicles, $67,00 0, to be disburs ed under the dir ection o f the S ecretary of Stat e, who is authorized to transfer to any department or independent establishment of the Go vernment, with the consent of the head thereof, any part of this amount for direct expenditure by such department or establishment for the purposes of this appropriation. GENERAL AND SPECIAL CLAIMS CONVENTION, UNITED STATES AND MEXICO For the expenses of settlement and adjustment of claims of the citizens of each country agains t the other under a convention concluded September 8, 1923, as extended, and of citizens of the United States against Mexico under a convention concluded September 10, 1923, as extended, and the protocol and convention signed April 24, 1934, between the U nited States and Mexico, inclu ding the expen ses w hich, unde r the term s of the above agre ement s, ar e chargeable in part to the United States, the expenses of an agency of the Un ited S tates to per form a ll nec essary servi ces in conne ction with the preparation of American claims and the defense of the United States in cases presented by Mexico, and of a general claims commissi oner to act as a joint a ppraiser in appr aising the clai ms, and for the expenses of the joint committee in determining the proper classi ficati on of claims which have hereto fore b een fi led as both general and special claims, as provided by the agreements of April 24, 1934, including salaries of an agent, and necessary counsel and other assistants and employees and rent in the District of Columbia and else where, law books and books of reference, printing and binding, contingent expenses, contract stenographic reporting serv- ices, without regard to section 3709 of the Revised Statutes (U . S . C ., title 41, sec . 5), the employment of special counsel, translators, and ot her tech nical ex perts, b y contra ct, with out rega rd to t he provi sions of any statute relative to employment, traveling expenses, the reim- bursement of other appropriations from which payments may have been made for any of the purposes herein specified, and such other expenses in the United States and elsewhere as the President may deem proper, $164,000, together with the unexpected 1 balance of the app ropria tion m ade av ailabl e for this p urpose for t he fis cal ye ar 1935 : Provided, That the salary of the American commissioners of I So in original .
