No part of this appropriation shall be expended for the purchase of any s ite for or towa rd the constru ction of any ne w hospital or home, or for the purchase of any hospital or home ; and not more than $3,543,656 of this appropriation may be used to repair, alter, improve, or provide fac ilities in the several hospit als and homes under the jurisdiction of the Veterans' Administration either by con- tract or by the hire of temporary employees and the purchase of materials . For printing and binding for the Veterans' Administration, includ- ing all its bureaus and functions located in Washington, District of Columbia, and elsewhere, $130,000 : Provided, That the Administra- tor of Veterans' Affairs is authorized to utilize the printing and binding equipment which the various hospitals and homes of the Vete rans' Administr ation use for o ccupational th erapy purposes for the purpose of doing such printing and binding as may, in his judg- ment, be found advisable for the use of the Veterans' Administration, notwithstanding the provisions of section 87 of the Act entitled "An Act prov iding for the p ublic printing and binding an d the distri- bution of puic documents", approved January 12, 1895, and section 11 of the Act making appropriations for the legislative, executive, and judicial expenses of the Government for the fiscal year ending June 30 1920, an d for other p urpose s, appr oved M arch 1, 1919 (U. S. C~., title 44, sec. 111). Pensions : For the payment of compensation, pensions, gratuities, and allowances, now authorized under any Act of Congress, or regulation of the President based thereon, or which may hereafter be authorized, including emergency officers' retirement pay and annuitie s, the administ ration of whic h is now or may hereafter be placed in the Veterans' Administration, $421,920,000 , toget her with $14,000,000 of the unexpended balance of the appropriation for this purpose for the fiscal year 1935, to be immediately available . For military and naval ins urance accruing during the fis cal year 1937 or in prior fiscal years, $80,120,000 together with $21,000,000 of the une xpen ded bala nces of the appr opri atio ns f or t his purp ose for the fiscal years 1935 and 1936 . Hospital and domiciliary facilities : For carrying out the provi- sion s of the Act en titled "An Act to authorize a n appropriation to provide additional hospital, domiciliary, and out-patient dispensary fa ciliti es for person s enti tled t o hosp italiza tion u nder t he Wor ld War Veterans' Act, 1924, as amended, and for other purposes", approved March 4,1931 (46 Stat ., p . 1550), $4,000,000 ; to be immediately avail- able and to remain available until expended . Adjusted compensation payments : To carry out the provisions of the World War Adjusted Compensation Act, 1924 (Public Num- bered 120, Sixty-eighth Congress), enacted May 19, 1924, as amended, and the Adjusted Compensation Payment Act, 1936 (Public Num- bere d 425, Seventy-fourth Congress), enacted January 27, 1936, except section 5 thereof, $1,730,000,000 to the Adjusted Service Cer- tifi cate Fund to be immediately av ailable and to remain availab le until expended, and such amount as represents the face value of the bonds required to be paid to the United States Government life- insurance fund pursuant to section 5 of said Act is hereby directed to be charged to any moneys in the Treasury not otherwise appropriated for transfer and deposit as a public debt receipt . Adjusted service and dependent pay : For payment of adjusted- service credits of not more than $50 each and the quarterly install- ments due to dependents of deceased veterans, as provided in the Act of May 19, 1924, as amended (U .
