S . C ., title 5, sec. 118a), and clerks, foremen, watchmen, and organist for the United States Disciplinary Barracks ; incidental expenses of recruiting ; for the operation of coffee-roasting plants ; for the payment of entrance fees for Army rifle and pistol teams participating in competitions ; for tests and experimental and devel- opment work and scientific research to be performed by the Bureau of St andards for the Quartermaster Corps ; for i ns pe ct io n ser vi ce and instruction furnished by the Department of Agriculture which may be transferred in advance ; for such additional expenditures as a re nec essary and author ized b y law in th e move ments and o perati on of the Army and at military posts, and not expressly assigned to any othe r departments, $3,562 ,929 : Pr ovid ed, T hat no ap pro pria tio n c on- tained in this Act shall be available for any expense incident to the employment of an average number of officers, enlisted men, or civilian employees greater than the largest number employed during the fiscal year ended June 30, 1929, in connection with work incident to the assurance of adequate provision for the mobilization of materiel and industrial organizations essential to war-time needs . Army transportation : For transportation of Army supplies ; of authorized baggage, including packing and crating ; of horse equip- ment ; and of funds for the Army ; for transportation on Army ves- sels, notwithstanding the provisions of other law, of privately owned a utomob iles o f Regu lar Ar my per sonnel upon change of st ation ; for the purchase or construction, not to exceed $786,000, alteration, operation, and repair of boats and other vessels ; for wharfage, tolls, a nd fer riage ; for d rayage and c artage ; for the purchase, manufac- ture (including both material and labor), maintenance, hire, and repair of pack saddles and harness ; for the purchase, hire, opera- tion, maintenance, and repair of wagons, carts, drays, other vehicles, and horse-drawn and motor-propelled passenger-carrying vehicles r equire d for the transp ortat ion of troo ps and supp lies a nd fo r offi cial military and garrison purposes ; for hire of draft and pack animals ; for travel allowances to officers of National Guard on discharge from Federal service as prescribed in the Act of March 2, 1901 (U .S.C., title 10, sec . 751), and to enlisted men of National Guard on discharge from Federal service, as prescribe d in amendatory Act of Septemb er 22, 1922 (U . S . C ., title 10, sec . 752), and to members of the National Guard who have been mustered into Federal service and discharged on ac count of ph ysical disa bility ; in all, $12,675,8 19, of which amount not ex ceedi ng $25 0,000 shall be av ailabl e imme diate ly for the p ro- curement and transportation of fuel for the service of the fiscal year 1937 : Provided, That not to exceed $1,000,000 of this appropriation shall be av ailabl e for the p urchas e or e xchang e of motor- propel led passenger-carrying vehicles and motor-propelled trucks, including trucks of the reconnaissance or station wagon type, of which amount not to exceed $146,000 may be expended for the purchase of light and medium passenger-carrying automobiles at a unit cost of not to exceed $750 for light automobiles and $1,200 for medium auto- mobiles, including the value of any vehicle exchanged, and not to exceed $90,000 may be expended for the purchase or exchange of mot or-p rop ell ed ambu lan ces and motorcycles : Provi ded further , That no appropriation conta ined in this Act shall be avai lable for any expense of any character, other than as may be incident to sal- vaging or scrapping, on account of any motor-propelled vehicle pro- cured prior to January 1, 1920, except tanks, tractors, ambulances, fire trucks, searchlight trucks, three hundred and ninety modernized Vol.46,p.818;U.S. C.,p . 45.
