Enforcement of the Milk Importation Act : For e nabling the Secretary of Agriculture to carry into effect the provisions of an Act approved February 15, 1927 (U. S . C ., Supp . VII, title 21, sees . 141-149), entitled "An Act to regulate the importation of milk and cream into the United States for the purpose of promoting the dairy industry of the United States and protecting the public health ", $19,241 . Enforcement of the Caustic Poison Act : For enabling the Secre- tary of Agriculture to carry into effect the provisions of an Act approved March 4, 1927 (U. S. C., Supp . VII I title 15, sees . 401-411), enti tled "An Act to safeguard the distribution a nd sale of cert ain dangerous caustic or corrosive acids, alkalies, and other substances in interstate and foreign commerce ", $24,741 . Total, Food and Drug Administration, $1,968,637, of which amount not to exceed $595,262 may be expended for personal services in the Dist rict o f Colu mbia, and not to ex ceed $ 21,860 shall be ava ilable for the purchase of motor-propelled and horse-drawn passenger-carry- ing vehicles necessary in the conduct of field work outside the Dis- trict of Columbia . INTERCHANGE OF APPROPRIATIONS Not to exceed 10 per centum of the foregoing amounts for the miscellaneous expenses of the work of any bureau, division, or office herein provided for shall be available interchangeably for expendi- tures on the objects in cluded within the general exp enses of such bureau, division, or office, but no more than 10 per centum shall be added to any one item of appropriation except in cases of extraor- dinary emergency, and then only upon the written order of the Sec- retary of Agriculture : Provided, That a statement of any transfers of appropriations made hereunder shall be included in the annual Budget . MISCELLANEOUS WO RK FOR OTHER DEPARTMENTS During the fisc al year 1936 th e head of any d epartment or i nde- pendent establishment of the Government requiring inspections, analyses, and tests of food and other products, within the scope of the functions of the Department of Agriculture and which that Department is unable to perform within the limits of its appropria- tions, may, with the approval of the Secretary of Agriculture, trans- fer to t he D epar tmen t of Agr icul ture for dir ect expe ndit ure such sums as may be necessary for the performance of such work . EXPERIMENTS IN LIVESTOCK PRODUCTI ON IN SOUTHERN UNITED STATES To e nable the Secre tary of Agricul ture, in coope ration with the autho rities of the State s conc erned, or wit h indi vidual s, to make s uch investigations and demonstrations as may be necessary in connection with the development of livestock production in the cane-sugar and cotton districts of the United States, $39,900 . PASSENGER-CARRYING VEHICLES With in the limitati ons specified u nder the sever al headings the lump-sum appropriations herein made for the Department of Agri- culture shall be available for the purchase of motor-propelled and horse-drawn passenger-carrying vehicles necessary in the conduct of the field work of the Department of Agriculture outside the District 279 Mi lk Imp ortat ion Act, enforcement .
