Approved, May 23, 1935 . [CHAPTER 137. ] JOINT RES OLUT ION To authorize the acceptance on behalf of the United States of the bequest of the late Major General Fred C. Ainsworth for the purpose of establishing a per- manent libra ry at the Walt er Reed Gener al Hosp ital to be kno wn as the "Fred C. Ainswor th Endo wment Library ." Resolved by the Senate and House of Representatives of the United States o f America in Congress assembled, That the adjutant Walter Reed General Hospital be, and is hereby, authorized to a ccept the bequest of the late Major General Fred C . Ainsworth, or such amount thereof as is available, as contained in his last will and testament, and such interest as may have accrued on the funds covered by such bequest, and to receipt therefor on behalf of the United States, and to deposit the funds so received in the Treasury of the United States as a special fund dedicated to the purpose of establishing a perma- nent library at the Walter Reed General Hospital, to be known as the " Fred C . Ainsworth Endowment Library ", said fund to be subject to disbursement for such purpose upon vouchers submitted by the adjutant Walter Reed General Hospital and to be available until expended : Provided, That the Treasurer of the United States, upon the wri tten request of the adjutant Walter Reed Gen eral Hos- pital so to do, is authorized to invest and reinvest any part or all of the corpus of this bequest, as well as any income therefrom, in interest-bearing United States Government bonds, and retain cus- tody thereof, if, in the judgment of the adjutant it will best serve the o bjects of the beque st : Provided furthe r, Tha t th e Tr easu rer of the Unit ed States, upon the written r equest of the a djutant Walter Reed Genera l Hospi tal so to do, is a uthoriz ed to dispos e of, for ca sh, any part or all of any bon ds in which suc h funds may be invested, and redeposit the proceeds thereof, as well as all interest received from time to time upon any such bonds, to the credit of such special fund and sub ject to withdr awal and disbur sement and rein vestment, as above provided for : And provided further, That the administra- tion, contr ol, and expen diture of th is fund and i ts app licati on to the purposes intended shall be according to the sole discretion of the adjutant Walter Reed General Hospital, and the exercise of his dis- creti on and author ity in regar d ther eto and his d ecisio n ther eon sh all not be subject to question or review except by the Secretary of War and courts of competent jurisdiction . SEC . 2 . The necessary space or a separate room in any building at the W alter Reed Ge neral Hospit al is authori zed to be se t asid e for the purpose of establishing the said library .
