'VHEREAS, by my proclamation of January 9, 1936, I did make )a~l~ril~II~~entary proo· public the Trade Agreement, including two Schedules and a Declara- tion, which, pursuant to Section 350(a) of the Tariff Act of 1930 of the Congress of the United States of America, as amended by the Act of June 12, 1934, entitled "AN ACT To Amend the Tariff Act of 1930", I entered into on January 9, 1936, with the Swiss Federal Council, in order that. the provisions of Articles I to XVII, inclu~ive, of the said Agreenlent should be observed and fulfilled with good faith by the United States of America and the citizens thereof on February 15, 1936, and thereafter, until the day on which the entire Agreement sho~ld come into force, as provided in Article XVIII of the said Agreement, and that the entire Agreement and every part thereof should be so observed and fulfiU(ld on and from the thirtieth day after the day of the exchange of the instrum~nt of approval and confirmation thereof by the President of the United States of America and the instrument of ratification by the S",-iss Federal Council as is further provided in Article XVIII of the Agreement; AND WHEREAS the instrument of approval and confirmation of the President of the United States of .America and the instrument of ratification by the Swiss Federal Council were exchanged at Bern on :May 7, 1936; Now, THEREFORE, be it known that I, Franklin D. Roosevelt, President of the United Stat.es of-America, supplementing my said proclamation of January 9, 1936, do hereby proclaim that the entire Agreement entered into by me with the Swiss Federal Council on January 9, 1936, ",-ill come into force on June 6, 1936; and I do hereby call upon the United States of America and all the citizens thereof to observe and fulfill the said Agreement and every part thereof ,,-ith good faith on and from that date.
