Be it enactea by the Senate and Ho-use of Representatives of the Cll.it(·d States of America in Cong-rc88 fUI8cm.bled, That the Secre- tary of the Treasury be, and he is hereby, authorized and directed to pay, out of any mOlley in the Treasury not otherwise appropri- ated, to Rose Stratton of New Haven, Connecticut, the sum of Sl,CH.n .77, in full satisfaction of all claims of the said Rose Strattoll against the United States for damages for personal injuries sus- tained by her as the re:->ult of a colli!;ion at the intersectioll of 'Vull and College Streets", New Haven, Connecticut, on November 4, 1930, between a United ~tates mail truck operated by John H. Farrell, Junior, an employee of the Post Office Department, and the auto- mobile in which she was a passenger, operated by Margaret Law- rence of such city: Provided, That IlO part of the amount appro- priated in this Act in excess of 10 p('r centum thereof shall be paid or delivered to or received by any agent or agents, attorney or attor- neys, OIl account of services rendered in cOllnection with said claim. It shall be unlawful for any agent or agents, attorney or attorneys, to exact, collect, withhohl, or rec('ive any sum of the amount appro- priated in this Act in excess of 10 per C('ntum thereof on account of services rendered in conneetion with said daim, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon con- viction thereof shall be fined in any sum not exceeding $1,000. SEC. 2 . Payment shall not be made under this A('t until the said Rose Stratton has released all her claims against the said John H. Farrell, Junior, in a manner satisfactory to the Secretary of the Treasury.
