Soil-fertility investigations : For soil investigations into causes of infertility ; maintenance of productivity ; effects of soil composition, cultural methods, and fertilizers on yield and quality of crops ; and the properties, composition, formation, and transformation of soil or a nic matt er, $17 2,157 . oil microbiology investigations : Fo r in vest igat ions of the micr o- organisms of the soil and their activities, including the testing of samples procured in the open market, of cultures for inoculating legumes, other crops, or soil, and the publication of results, and if any such samples are found to be impure, nonviable, or misbranded, the results of the tests may be published, together with the names of the manufacturers and of the persons by whom the cultures were offered for sale, $39,854 . Sugar- p investigations : For sugar-plant investigations, includ- ing studies of diseases and the improvement of sugar beets and sugar- beet seed, $428,700, of which $100,000 shall be immediate)y available for the establishment of a su g arcane station at Houma, Louisiana P rovi ded, That not to exceed $12,500 of this latter a mount may be expended for the purchase of land : Provided further, That the limi- tations in this Act as to the cost of farm buildings shall not apply to thi s paragraph . Tobacco investigations : For the investigation and improvement of tobacco and the methods of tobacco production and handling, $1 37,744 . Western irrigation agriculture : For investigations in connection with western irrigation agriculture, the utilization of lands reclaimed under the Reclamation Act, and other areas in the arid and semiarid regions, $122,527 . Total, Bureau of Plant Industry, $4,833,048, of which amount not to exceed $1,514,395 may be expended for departmental personal services in the District of Columbia and not to exceed $19,575 shall be available for the purchase of motor-propelled and horse-drawn passenger-carrying vehicles necessary in the conduct of field work outside the District of Columbia . FOREST SERVICE SALARIES AND EXPENSES To enable the Secretary of Agriculture to experiment and to make and continue investigations and report on forestry, national forests, forest fires, and lumbering, but no part of this appropriation shall be used for any experiment or test made outside the jurisdiction of the United States ; to advise the owners of woodlands as to the proper care of the same ; to investigate and test American timber and timber trees and their uses, and methods for the preservative treatment of timber ; to seek, through investigations and the planting of native and foreign species, suitable trees for the treeless regions ; to erect necessary buildings : Provided, That the cost of any building pur- chased, erected, or as improved, exclusive of the cost of constructing a wat er-supply or sanitary syste m and of conn ecting the sa me with any such building, and exclusive of the cost of any tower upon which a lookout house may be erected, shall not exceed $7,500, with the ex- ception that any building erected, purchased, or acquired, the cost of which was $7,500 or more, may be improved out of the appropriations made under this Act for the Forest Service by an amount not to exceed two per centum of the cost of such building as certified by the
