General Staff detail excepted . 41 Stat . 760. 10U.S.C.°°26,37, Other details . 49 Stat . 1524. 10 U.S. C., Supp. II, °° 292h-2, 300a, 291c, 292a-1-3 . 49 Stat . 1028. 10 U.S. C., Supp. II, ° 369a. 75TH CONGRESS, 1sT SESSION-CH . 423-JULY 1, 1937 including the maintenance and operation of motor-propelled passen- ger-carrying vehicles and purchase of thirty such vehicles ; for the actual and necessary expenses, or per diem in lieu thereof at rates authorized by' law, incurred by officers and enlisted men of 1e Regu- lar Army traveling on duty in connection with the Organized Re- serves, and for travel of dependents, and packing and transportation of baggage of such personnel ; for expenses incident to the use including upkeep and depreciation costs, of supplies, equipment, and mat4riel furnished in accordance with law from stocks under the contr ol of the War Department, e xcept that no t to exceed $ 858,165 of this appropriation shall be available for expenditure by the Chief of th e Air Corps f or the product ion and purch ase of new ai rplanes and their equipment, spare parts, and accessories ; for transportation of baggage, including packing and crating, of reserve officers ordered to active duty for not less than six months ; for the medical and hospital treatment of members of the Officers' Reserve Corps and of the Enlisted Reserve Corps, who suffer personal injury or contract disease in line of duty, as provided by the Act of June 15, 1936 (49 Stat ., 1507), and for such other purposes in connection therewith as are authorized by the said Act, including pay and allowances, sub- sistence, transportation, and burial expenses ; in all, $9,837,883 ; and no part of such total sum shall be available for any expense incident to giving flight training to any officer of the Officers' Reserve Corps unless he shall be found physically and professionally qualified to perform aviation service as an aviation pilot, by such agency as the Secretary of War may designate : Pro vid ed, That not to exceed $100,000 of this appropriation may be used for establishment and maintenance of divisional and regimental headquarters . None of the funds appropriated elsewhere in this Act, except for printin g and binding , field exerci ses, and for pay and allowa nces of officers and enlisted men of the Regular Army, and for mileage, reimbursement of actual traveling expenses, or per-diem allowances in lieu thereof, as authorized by law, to Air Corps Reserve officers on exte nded active d uty, shall be used for expe nses in connec tion with the Organized Reserves, but available supplies and existing fa cili ties at mili tary pos ts s hall be util ized to the full est exte nt poss ible . No appropriation made in this Act shall be available for pay, allowances, or traveling or other expenses of any officer of the Organized Reserves who may be drawing a pension, disability allow- ance, d isability com pensation, or retired pay f rom the Govern ment of the United States : Provided, That nothing in this provision shall be so construed as to prevent the application of funds herein con- tained to the pay, allowances, or traveling expenses of any officer or enlisted man of the Reserve Corps who may surrender said pen- sion, disability allowance, disability compensation, or retired pay for the period of his active duty in the Reserve Corps . No appropriation made in this Act shall be expended for the pay of a reserve officer on active duty for a longer period than fifteen days, except such as may be detailed for duty with the War Department General Staff under section 3a and section 5 (b) of the National Defense Act, as amended (U . S . C., title 10, sets . 26, 37), or who may be detailed for courses of instruction at the general or special service schools of the Army, or for duty as instructors at civilian military training camps, appropriated for in this Act, or for duty with the Air C orps, under t he provisions of section 1 of the Act of June 16, 1936 (49 Stat . 1524), or who may be detailed to active duty with the Regular Army under the provisions of the
