And, subject to the provis ions of thi s joi nt re soluti on, t he Com missi on is autho rized to erect, on land owned by the city and county of San Francisco, such building or buildings, or other structures, for its own use, and such other buildings and structures as will further the trade and good will between the United States and the other nations of the world, and to provide for the landscaping of the site or sites thereof ; to rent such space without regard to the provisions of section 322 of the Act of June 30, 1932 (47 Stat . 412), as the Commission may deem adequate to carry out effectively the provisions of this joint resolution ; to provide for the decorations of such buildings or structures, and for the proper maintenance of such buildings or structures, sites, and grounds during the period deemed necessary by the Commission : P rov ided , That the facilities of the Public Buildings Branch, Procurement Division, Treasury Department, may be utilized in the preparation of plans, drawings, designs, specifications, and estimates, the execution of contracts 2 and the supervision of construction in connection with any buildings or structures erected for Federal exhibits and for other purposes

vided further, That funds designated for the foregoing construc- tion purposes may be available for transfer to and expenditure by the Pro cure men t Di vis ion, Tr easu ry Depa rtm ent, to the ext ent and at such times as may be deemed necessary by the Director of Pro- curement to permit him to carry out such work as the Commission shall deem advisable to be contracted for in that manner . The appropriation authorized by this joint resolution shall be available for the operation of the building or buildings, structure or struc- tures, improvement or improvements, including light, heat, water gas, maid, janitor, and other required services ; for the rental of space in the District of Columbia or elsewhere ; for the selection, purc hase, prep arati on, assembling, transportation, installation, ar rang emen t, repa ir, saf eke epin g, exhi bit ion, de mons trat ion , an d return of such articles and materials as the Commission may decide shall be included in such Government . exhibits and in the exhibits of the Golden Gate International Exposition ; for the purchase of uniforms, for the compensation of said Commissioner, Assistant Commissioner, and other officers and employees of the Commission in the District of Columbia and elsewhere, for the payment of sala- ries of officers and employees of the Government employed by or detailed for duty with the Commission, for actual traveling expenses, including travel by air, water, and automobile, and for per diem in lieu of actual subsistence at not to exceed $5 per day : Pr ov i de d further , That no Government official or employee detailed for duty with the Commission shall receive a salary in excess of the rate which he has be en receivi ng in the departmen t or branc h where regularly employed, plus such reasonable allowance to officers and enlisted men of the armed forces for additional uniforms and equip- ment required by participation in the Golden Gate International Exposition, including alterations, laundering, cleaning, and pressing thereof, as deemed proper by the Commissioner ; for telephone service, purchase or rental of furniture and equipment, stationery, and su pplies, t ypewriting , adding, duplicati ng, and co mputing machines, their accessories and repairs, books of reference and peri- odicals, uniforms, maps, reports, documents, plans, specifications, manuscripts, newspapers, and all other appropriate publications, and ice and electric refrigeration and drinking water for office pur- 491 Balances covered in.
