SEC . 3 . The administration, protection, and development of the lands hereby authorized to be added to the Fort Donelson National Military Park shall be exercised under the direction of the Secretary of t he Interior by the Nat ional Park S ervice, sub ject to the provisions of the Act of August 25, 1916 (39 Stat . 535), entitled "An Act to establish a National Park Service, and for other purposes", as amended . [CHAPTER 889] AN ACT August 30, 1937 To provide for the taking of a census of partial employment, unemployment, (5 .27051 and occupations, and for other purposes .

[Public, No . 4091 Be it enacted by the Senate and House o f Representatives o f the United States o f America in Congress assembled, That to provide information concerning the numbers, classes, and geographical dis- tribution of persons in the United States partially employed and unemployed and their dependents and inco me, and concerning indus- tries and occupations of partially employed and unemployed persons to aid in the formulation of a program for reemployment, social security, and unemployment relief for the people of the United States, the President shall cause to be taken on or before April 1, 1938, a census of partial and total unemployment, and occupations, and including such other related information as shall be deemed in the public interest in the forty-eight States and the District of Columbia and the Territories of Hawaii and Alaska . (a) The questions to be included in this census and the detailed information to be enumerated shall be determined upon by a com- mittee consisting of the Secretary of Commerce, the Secretary of Labor, the Works Progress Administrator, the Chairman of the Social Security Board, the Chairman of the Central Statistical Board, and the Director of the Census, or their authorized representatives . SEC . 2 . The provisions, including penalties, of the Act approved June 18. 1929 (46 Stat. 21 ; U. S. C., Supp. VII, title 13, ch. 4), exce pt sections 9 to 11, i nclusive, th ereof, shal l, so far a s not inap- plicable, apply to the taking of the census provided for in section 1 of this Act : Provided, however, That temporary personnel required to carry out the purposes of this Act shall be appointed without regard to the Classification Act of 1923 : Provided further, That the administering agency is authorized to call upon the other depart- ments or agencies of the Federal Government for information relat- ing to . and for assistance in connection with the census herein pro- vided for ; and the administering agency is authorized to cooperate with and to use the information secured by such State and local agencies as may have data pertinent to this census . SEc . 3 . To meet the expenses of this Act the Secretary of the Treasury is authorized to make available from the Emergency Relief Appr opriation Act of 19 37 such a n amount a s the Pre sident may determine to be necessary. The President is authorized to make such rules and regula- tions as are necessary to carry out the provisions of this Act and such provisions of the C ensus Act of 1902, as amended , as are applicable .
