ARTfCULO VII 1. If the Government of the United States of America or the Government of the Republic of Costa Rica establishes or main- tains any form of quantitative restriction or control of the impor- tation or sale of any article in which the other country has an interest, or imposes a lower import duty or charge on the importation or sale of a specified quantityof any such article than the duty or charge imposed on importations in excess of such quantity, the Gov- ernment taking such action will: (a) Give public notice of the total quantity, or any change therein, of any such article per- mitted to be imported or sold or permitted to be imported or sold at such lower duty or charge, during a specified period; (b) Allot to the other country for such specified period a share of such total quantity as origi- nally established or subsequently changed in any manner, equiva- lent to the proportion of the total importation of such article which such other country supplied during a previous representative period, unless it is mutually agreed to dispense with such allotment; and (c) Give public notice of the allotments of such quantity among the several exporting countries, and at all times, upon request, advise the Government of the other country of the quantity of any such article the growth, prod- uce or manufacture of each ex- porting country, which has been imported or sold or for which licenses or permits for importa- tion or sale have been granted. 1. Si el Gobierno de los Estados Unidos de America o el Gobierno de la Repdblica de Costa Rica, establece o mantiene alguna forma de restricci6n cuantitativa, o con- trol de importaci6n o venta de cualquier articulo en que estA interesado el otro pals, o sobre importaci6n o venta de deter- minada cantidad de cualquier ar- ticulo, impone derecho o carga menor que el derecho o carga impuesta a las importaciones en exceso de esa cantidad, el Gobierno que asi actie debera: a) Dar aviso publico de la cantidad total, o cualquier cambio de esta, que de alguno de esos artfculos se permita importar o vender o que se permita importar o vender con derecho o carga reducidos, durante determiado periodo; b) Asignar al otro pals durante tal determinado periodo, parte de la cantidad total que original- mente se hubiore establecido, o posteriormente cambiado en modo alguno, en equivalencia a la pro- porci6n de la importaci6n total del articulo que el otro pals haya enviado durante un periodo repre- sentativo anterior, a menos que mutuamente se convenga en pres- cindir de tal asignaci6n; y, c) Dar aviso publico de las asignaciones de tal cantidad entre los diferentes paises exportadores y en todo tiempo, mediante solicitud, informar al Gobierno del otro pais sobre la cantidad de cualquier articulo cultivado, pro- ducido o manufacturado de cada pais exportador que se haya im- portado o vendido, o para cuya importaci6n o venta se hayan concedido licencias o permisos. 46 Stat. 703. 19 U.S. . 1337.
