Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That notwithstand- ing the provisions and limitations of sections 15 to 20, both inclusive, of the Act entitled "An Act to provide compensation for employees of the United States suffering injuries while in the performance of their duties, and for other purposes", approved September 7, 1916, as amended, the United States Employees' Compensation Com- mission is hereby authorized and directed to receive and consider, when filed, the claim of William A. McMahan, of El Paso, Texas, for disability alleged to have been incurred by him during the period from September 1923 through February 1924, while in the employment of the Post Office Department as postmaster at Sidon, Arkansas, and to determine said claim upon its merits under the provisions of said Act: Provided, That claim hereunder shall be filed within six months after the approval of this Act: Provided further, That no benefits shall accrue prior to the enactment of this Act. Approved, May 27, 1937. [CHAPTER 294] AN ACT For the relief of Horace Hutcheson, a minor. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized to pay, out of any money in the Treasury not otherwise appropriated, the sum of $1,000 to the legal guardian of Horace Hutcheson, a minor, of Jasper, Ala- bama, in full settlement of all claims against the Government of the United States for injuries received by said minor on the 3d day of July 1936 as the result of an explosion of a dynamite cap, or detona- tor, the property of the United States, which was negligently left in an unprotected manner by the employees of the Works Progress Admin- istration, an agency of the United States: Provided,That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or agents, attorney or attorneys, on account of services rendered in connection with said claim. It shall be unlawful for any agent or agents, attorney or attorneys, to exact, collect, withhold, or receive any sum of the amount appropriated in this Act in excess of 10 per centum thereof on account of services rendered in connection with said claim, any contract to the contrary notwithstanding. Any per- son violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved, June 2, 1937. 978
