El porte de los pequefios valores declarados de que trata el paragrafo anterior, debera ser pa- gado integralmente por el remi- tente y se constituira para cada pieza: a) Del porte y del derecho fijo aplicables a un envio certificado, en el servicio interno de cada pals; b) De un derecho de seguro de 10 centimos oro por cada 10 francos oro, o fracci6n, sobre el valor declarado. 3. La declaraci6n de valor de- bera ser igual al valor real del envio. El importe de la declara- ci6n de documentos, que repre- senten valor en raz6n de los gastos de su expedici6n, no podra sobre- pasar los gastos efectivos de susti- tuci6n de dichos documentos, en case de perdida. 4. Las Administraciones que ejecutaren el servicio de pequefios valores declarados, seran respon- sables per la perdida o averia de esos objetos, hasta el monto del valor real del dafio causado, sin que pueda exceder de 50 francos oro. 5. Las Administraciones de la Uni6n Postal de las Americas y Espafia que no ejecutaren el ser- vicio de pequefios valores declara- dos, asumirin no obstante, por el transito de esos objetos en valijas cerradas, la responsabilidad pre- vista en la referida Uni6n para la correspondencia certificada. 6. Los paises contratantes que quieran ejecutar el servicio de pequefios valores declarados y que ya fueran signatarios del Acuerdo de valores declarados de la Uni6n Postal Universal, s6lo aplicaran, en sus relaciones reciprocas, la tarifa universal de cartas con valor declarado cuando ese valor fuere superior a 50 francos oro. 7. The declared value must be equal to the actual value of the article. The amount of the dec- laration for documents which rep- resent a value by reason of the cost of their preparation may not exceed the actual expense of replacing said documents in case of loss. 4. Administrations which exe- cute the service of small insured articles will be responsible for loss or damage of such articles, up to the amount of the actual value of the damage done, but not exceeding 50 gold francs. 5. Administrations of the Postal Union of the Americas and Spain which do not execute the service of small insured articles will never- theless assume, for the transit of such articles in closed mails, the responsibility provided for in the said Union for registered corre- spondence. 6. The contracting countries which desire to execute the service of small insured articles, and which are already signatories of the In- surance Agreement of the Univer- sal Postal Union, will apply the Universal rate for insured letters in their reciprocal relations only when the value is in excess of 50 gold francs. 7.
