Las Administraciones de des- tino podran cobrar a los desti- natarios de las encomiendas: a) Un derecho de 50 centimos de franco oro o su equivalencia, como maximo, por las operaciones, formalidades y tramites inherentes al despacho de aduanas; b) Un derecho de 50 centimos de franco oro o su equivalencia, como maximo, por la conducci6n y entrega de cada encomienda en el domicilio del destinatario. Cuando las encomiendas no sean entregadas en el domicilio del destinatario, este debera ser avi- sado de la llegada. En este caso, las Administraciones cuyo regimen interior lo exija, percibiran un derecho especial por la entrega de dicho aviso. Este derecho no podra exceder del porte sencillo de una carta ordinaria del servicio interior; c) Un derecho diario de al- macenaje, que no podra exceder del sefialado por la legislaci6n postal de cada pais, cobrado a partir de los plazos prescritos en ella, sin que en ningin caso el total a percibir puede exceder de 5 francos oro o su equivalencia; d) Los derechos arancelarios y todos los demfs derechos no pos- tales que establezca su legislaci6n interior; e) La cantidad que corresponda por concepto de derecho consular, cuando no se hubiere abonado de antemano por el remitente; f) El derecho de reembalaje de 30 centimos como maximo, pre- visto en el Acuerdo correspon- diente del Convenio Postal Univer- sal vigente. Este derecho se harf efectivo al destinatario o al remi- tente, segdn el caso. 2. Quedarin exentas del pago de derechos postales de entrega las encomiendas destinadas a los C6nsules y Vicec6nsules en ejer- cicio, cuando las mismas con- tuvieren articulos no sujetos al pago de derechos aduaneros. ARTICLE 5 Customs-clearance, delivery, storage and other charges 1. The Administrations of des- tination may collect from the addressees of parcels: (a) A fee of 50 centimes of a gold franc or the equivalent there- of, as a maximum, for the opera- tions, formalities and transactions in connection with customs han- dling; (b) A fee of 50 centimes of a gold franc or the equivalent there- of, as a maximum, for the trans- mission and delivery of each parcel to the address of the addressee. When parcels are not delivered at the address of the addressee, the latter shall be advised of their arrival. In this case, Adminis- trations whose domestic regula- tions require it will collect a special fee for the delivery of such notice. This fee may not exceed the postage for a single weight- unit of an ordinary letter in the domestic service; (c) A daily storage charge which may not exceed that fixed by the postal legislation of each country, charged from the time prescribed therein, provided that the total to be collected may in no case ex- ceed five gold francs or the equiv- alent thereof; (d) The customs duties and all other non-postal charges which their domestic legislation estab- lishes; (e) The amount corresponding to the consular fee, when it has not been prepaid by the sender; Customs, etc., charges. (f) The repacking fee of 30 centimes at most provided for in the corresponding Agreement under the Umversal Postal Con- vention in force. This fee will be collected from the addressee or from the sender, according to circumstances. 2. Parcels addressed to Consuls and Vice-Consuls acting as Con- suls will be exempt from payment of postal delivery fees when they contain articles not liable to pay- ment of customs duties. 1699
