BY THE PRESIDENT OF THE UNITED STATES OF AMERICA A PROCLAMATION WHEREAS there is to be held at New York City during the year 1939 a World's Fair which has for its purpose the celebration of the one hundred and fiftieth anniversary of the inauguration of the first President of the United States of America and of the establishment of the national government in the city of New York; WHEREAS a Joint Resolution of Congress approved June 15, 1936, reads in part as follows: "Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the Presi- dent of the United States be, and he is hereby, authorized and respectfully requested by proclamation, or in such manner as he may deem proper, to invite foreign countries and nations to such proposed world's fair with a request that they participate therein."; AND WHEREAS I believe the people of many nations would be pleased to unite with the people of the United States in participating in this World's Fair: NOW, THEREFORE, I, FRANKLIN D. ROOSEVELT, President of the United States of America, in compliance with the aforesaid Joint Resolution of Congress, do invite the participation of the nations in this World's Fair.
