Kidd, Federal Alcoholic Tax Unit agent, on the 8th day of June 1937 near Marked Tree, Arkansas: Provided, That no part of the amount appropriated by this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or agents, attorney or attorneys, on account of services rendered in connection with said claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved, June 15, 1938. [CHAPTER 432] AN ACT For the relief of Herbert Joseph Dawson. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That in the admin- istration of any laws conferring rights, privileges, and benefits upon honorably discharged soldiers or sailors Herbert Joseph Dawson, who enlisted in the United States Navy April 20, 1917, as a fireman, second-class, shall hereafter be held and considered to have been honorably discharged from the naval service of the United States on the 8th day of January 1919: Provided, That no compensation, retirement pay, back pay, pension, or other benefit shall be held to have accrued prior to the passage of this Act. Be it enacted by the Senate and House of Representatives of the Fayent Koco. United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Fred H.
