For incidental and all other general necessary expenses authorized by law, including the purchase of newspapers, $1,200. No part of the appropriations contained in this Act shall be used for or in connection with the preparation, issuance, publication, or enforcement of any regulation or order of the Public Utilities Com- mission requiring the installation of meters in taxicabs, or for or in connection with the licensing of any vehicle to be operated as a taxi- cab except for operation in accordance with such system of uniform zones and rates and regulations applicable thereto as shall have been prescribed by the Public Utilities Commission. DEPARTMENT OF INSURANCE For personal services, $28,660. SURVEYOR'S OFFICE For personal services, $80,000. MINIMUM WAGE BOARD For personal services, including not to exceed $2,500 for the secre- tary of the Board, $8,420.
