Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That no warrant officer of the Navy shall be promoted to chief warrant officer until he shall have passed an examination before a board of commissioned officers as may be prescribed by the Secretary of the Navy. SEC. 2. All laws or parts of laws inconsistent with this Act are hereby repealed to the extent of such inconsistency. Approved, June 14, 1938. [CHAPTER 355] AN ACT Authorizing the Secretary of War to grant to the Coos County Court of Coquille, Oregon, and the State of Oregon an easement with respect to certain lands for highway purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secre- tary of War is authorized and directed to grant to the Coos County Court of Coquille, Oregon, and the State of Oregon, a permanent ease- ment authorizing the grantees to construct and maintain a highway sixty feet in width across lands of the United States situated in Coos County, Oregon, on the north bank of the Millicoma River (north fork of Coos River) in section 13, township 25 south, range 12 west, and section 18, township 25 south, range 11 west, Willamette meridian. The easement authorized to be granted by this Act shall be in lieu of the license, revocable at the will of the Secretary of War, granted to such grantees on October 14, 1937, and shall be granted subject to such reasonable conditions as the Secretary of War may deem desirable to include in such grant for the purpose of enabling the United States to make full use of the lands bounding such highway.
