Contingent expenses: For stenographic reports of hearings of committees other than special and select committees, fiscal year 1939, $6.000. For telegraph and telephone service, exclusive of personal services, fiscal year 1939, $25,000. The unexpended balance of the appropriation "Contingent Expenses, House of Representatives, Expenses of Special and Select Commit- tees, 1938", is hereby reappropriated and made available during the fiscal years 1939 and 1940 for expenses of special and select committees. CAPITOL BUILDING For carrying into effect the provisions of Public Resolution Num- bered 11, Seventy-sixth Congress, approved April 20, 1939, entitled "Joint resolution to authorize the painting of the signing of the Constitution for placement in the Capitol Building", fiscal year 1940, $30,000, to remain available until June 30, 1941, to be disbursed by the Clerk of the House of Representatives for the purposes of such joint resolution upon vouchers approved by the Commission or such mem- ber thereof as the Commission may designate for that purpose at such times and in such amounts as the Commission may direct. 981 Bert Lord.
