No part of any money appropriated in this Act shall be paid to any person employed in the Government Printing Office while detailed for or performing service in the executive branch of the public service of the United States unless such detail be authorized by law. OFFICE OF SUPERINTENDENT OF DOCUMENTS Salaries: For the Superintendent of Documents, assistant superin- tendent, and other personal services in accordance with the Classifi- cation Act of 1923, as amended, and compensation of employees paid by the hour who shall be subject to the provisions of the Act entitled "An Act to regulate and fix rates of pay for employees and officers of the Government Printing Office", approved June 7, 1924 (44 U. S . C. 40), $725,000: Provided,That for the purpose of conforming to section 3 of this Act this appropriation shall be considered a separate appropriation unit. General expenses: For furniture and fixtures, typewriters, carpets, labor-saving machines and accessories, time stamps, adding and num- bering machines, awnings, curtains, books of reference; directories, books, miscellaneous office and desk supplies, paper, twine, glue, envelopes, postage, carfares, soap, towels, disinfectants, and ice; dray- age, express, freight, telephone, and telegraph service; traveling expenses (not to exceed $200); repairs to buildings, elevators, and machinery; rental of equipment; preserving sanitary condition of building; light, heat, and power; stationery and office printing, includ- ing blanks, price lists, bibliographies, catalogs, and indexes; for sup- plying books to depository libraries; in all, $292,430: Provided, That no part of this sum shall be used to supply to depository libraries any documents, books, or other printed matter not requested by such libraries, and the requests therefor shall be subject to approval by the Superintendent of Documents. In order to keep the expenditures for printing and binding for the fiscal year 1941 within or under the appropriations for such fiscal year, the heads of the various executive departments and independent establishments are authorized to discontinue the printing of annual or special reports under their respective jurisdictions: Provided,That where the printing of such reports is discontinued the original copy thereof shall be kept on file in the offices of the heads of the respective departments or independent establishments for public inspection. Purchases may be made from the foregoing appropriation under the "Government Printing Office", as provided for in the Printing Act approved January 12, 1895, and without reference to section 4 of the Act approved June 17, 1910 (41 U. S. C . 7), concerning purchases for executive departments. SEC. 2. No part of the funds herein appropriated shall be used for the maintenance or care of private vehicles. SEC. 3. In expending appropriations or portions of appropriations contained in this Act, for the payment for personal services in the District of Columbia in accordance with the Classification Act of 1923, as amended, the average of the salaries of the total number of persons under any grade in the Botanic Garden, the Library of Congress, or the Government Printing Office, shall not at any time exceed the average of the compensation rates specified for the grade by such Act, as amended, and in grades in which only one position 479 Proviso.
