AMBASSADOR: I have the honor to advise Your Excellency in reply to your esteemed note no. 38 of this date that the Government of Panama considers that the protocol signed at Washington on October 10, 1914, by the Minister of Panama in the United States of America, Dr. Eusebio A. Morales, and the Secretary of State of the United States, Robert Lansing, is at present in effect and may be applied by both countries whenever circumstances require.
